- The assimilated experience as a basis for decisionmaking as a Finance
Minister;
- The diagnosis of the state of the economy, with an emphasis upon the period 1998-2000;
- The lack of neutrality of legislation and of the Ministry of the Finance towards the economic
actors on the market;
- The reform of the direct taxes in regards with
stimulating the work, exports and the investments;
- Avoiding the dissolution of the state and the declaration of the coutry in debt default;
- The local budgets reform;
- The impact of the fiscal policy upon the economic agents and the state consolidated budget;
- Grupurile de interese si impactul masurilor luate sub presiunea acestora asupra economiei
- The lobby groups and the impact upon the economy of the decisions taken under the
pressure of such groups;
- The effects of the legislation regarding the
free trade zones and the least favoured ones upon the economy and, especially,
upon the state budget;
- The lack of an objective politically clearly
assumed (either social protection or development) that might ensure a precise
target and coherent measures, because there is no efficient social protection
without economic growth;
- Obstacles in enforcing a reforming fiscal
policy.
